The purpose of this research is to develop a model for the development of human resource management in hotels with an entrepreneurial approach. This research has been done in the framework of a qualitative approach and by applying the data research method of the foundation. This research has been conducted in the framework of a qualitative-exploratory approach and using the data theory of the foundation. In the process of implementing basic data theory, they are analyzed in three stages of open, axial and selective coding. Findings The research shows the extraction of 160 codes in open coding and 25 concepts in the form of 6 main categories in axial coding, which in the form of a paradigm model includes the development of human resource management with an entrepreneurial approach as a central category and causal conditions (Organizational capability, Organizational strategy, Entrepreneurial human resources and Organizational dynamics), contextual conditions (Managerial look , Behavior of managers , Organizational Culture , Intra - organizational factor , Competitive Advantage), intervening conditions (Environmental factors, Static structure , Employee evaluation system , Work culture , Orbital relationship), Strategies and actions ( Improving the human resource management system, Applying entrepreneurial strategy in human resource management and pathology of the current situation and culture building) and consequences (at staff and organizational level). Based on the research results, the use of this model in order to provide the necessary infrastructure for employing entrepreneurship and developing human resource management in hotels is recommended.
