Analysis of Key Stakeholders Influencing the Governance of Smart Tourism Destinations (Case Study: Shemiranat County, Tehran Province)

Abstract
Given the importance of governance in tourism destinations within the context of smart tourism, studying and analyzing the key stakeholders that influence this governance is both essential and critical. This analysis not only helps us identify the best strategies and approaches for implementing smart tourism destination governance but also enables us to improve the efficiency and practical application of this conceptual framework by understanding the roles and functions of these stakeholders. However, insufficient research has been conducted on identifying the key stakeholders involved. Therefore, the primary objective of this research is to identify the influential actors and objectives that impact the governance of smart tourism destinations, as well as to enhance the quantitative and qualitative components of this governance. To achieve this, the latest academic resources, books, and specialized articles on smart tourism were reviewed. A focus group of 12 tourism experts, including tourism officials and cultural heritage authorities from Shemiranat, was formed to address the research questions. In the first stage, key stakeholders were identified through a review of scientific literature, and in the second stage, actors were identified through the expert focus group. Additionally, the influential objectives were determined through questionnaires, and the level of influence and impact on smart tourism destination governance was analyzed using MACTOR software
