آسیب شناسی نظام آموزش های کوتاه مدت گردشگری ایران از رویکرد ذی نفعان

چکیده

نظام آموزش‌های کوتاه‌مدت گردشگری کشور ـ که متولی آن معاونت گردشگریِ وزارت میراث فرهنگی، گردشگری و صنایع‌دستی است ـ اصلی‌ترین برنامة توسعة منابع انسانی ماهر و حرفه‌ای در این صنعت است. هدف از پژوهش حاضر، آسیب‌شناسی این نظام و شناسایی مشکلات آن از دیدگاه شبکه ذینفعان آموزش گردشگری است. برای انجام این پژوهش، با 35 نفر از نمایندگان گروه‌های گوناگون ذی‌نفع، که به روش قضاوتی و گلوله‌برفی انتخاب شده بودند، مصاحبه شد. داده‌های گردآوری‌شده بعد از مکتوب‌شدن با استفاده از روش تحلیل مضمون بررسی شدند. براساس تحلیل مصاحبه‌ها از 105 کد اولیة شناسایی‌شده، 24 مضمون پایه شکل گرفت که آن‌ها نیز به‌نوبة خود ذیل 7 مضمون سازمان‌دهنده یا عمده تحت عناوین ذیل دسته‌بندی شدند: الف) مشکلات ساختاری؛ ب) ضعف‌های مدیریتی؛ پ) چالش‌های گزینش؛ ت) کمبودهای محتوایی؛ ث) معضلات سنجش؛ ج) نارسایی‌های آموزشی و چ) کاستی‌های ارزیابی و نظارت. این مطالعه به پژوهشگران، سیاست‌گذاران و برنامه‌ریزان نظام آموزش گردشگری کمک می‌کند تا از نظام فعلی آموزش‌های کوتاه‌مدت گردشگری در کشور شناخت بهتری پیدا کنند و با رفع مشکلات موجود، زمینه را برای توسعة همه‌جانبه، یکپارچه و متعادل صنعت گردشگری، رشد اقتصادی و اشتغال پایدار فراهم کنند.

چکیده [English]

Iran’s short-term tourism education program, offered by Iran tourism authority, is the major program to develop industry professional human resources. This research aims to identify the challenges and shortcomings of his program from a stakeholder perspective. To carry out this research, an interview is conducted with 35 persons representing different stakeholder groups. The interviewees were selected using judgmental and snowballing sampling methods. The transcribed data were analyzed through thematic analysis. Based on the analysis, 105 initial codes were revealed and then classified under 24 basic themes. The basic themes, in turn, were grouped under seven organizing themes: structural problems, poor management, screening challenges, content shortcomings, assessment flaws, educational failures, and evaluation and monitoring deficiencies. The findings help researchers, policy-makers and planners to have deeper understanding of the current short-term tourism education program. It also helps solving problems and challenges and paves the way for holistic, integrated and balanced development of tourism industry, economic growth and sustainable employment.
